Slower import growth offers no relief for congested U.S. ports
U.S. retailers are expecting imports to grow at a more modest rate in the first half of this year compared to 2021. Regardless of the slower growth, ports are still unlikely to see much relief in clearing backlogs due to the existing historic volumes.
U.S. imports are expected to increase 1.5% in the first half of the year, compared to the same period in 2021. By contrast, import growth surged 35.7% in the first half of last year from the same period in 2020.
FMC mulls rules to enforce detention and demurrage
The Federal Maritime Commission announced it was mulling whether to subject ocean carriers and marine terminal operators to additional regulations on detention and demurrage. The FMC is considering a wide array of regulations on the topic, and is asking supply chain stakeholders to submit comments to the agency on 16 questions.
The FMC voted to move forward with two initiatives related to demurrage and detention, according to a press release. The first initiative aims to provide guidance on compliant proceedings and protection against carrier retaliation. The second initiative will issue an Advance Notice of Proposed Rulemaking, which will seek public comment on how carriers should divulge information and practices on detention and demurrage.
